ON THE RESULTS OF THE “EURASIA-ANTITERROR 2026” JOINT ANTI-TERRORISM EXERCISE OF THE COMPETENT AUTHORITIES OF THE CIS MEMBER STATES AND THE SCO MEMBER STATES
On 8 October 2026, the second day of the CIS-SCO Counter-Terrorism Forum, the State Security Committee of the Republic of Belarus, supported by the CIS Anti-Terrorism Center and the Executive Committee of the Shanghai Cooperation Organization’s Regional Anti-Terrorist Structure, conducted the final (combat capability display) phase of the “Eurasia-Antiterror 2026” joint anti-terrorism exercise involving the competent authorities of CIS and SCO member states.
The exercise was organized as part of cooperation between the two international organizations. It involved the simultaneous implementation of individual training tasks, united by a common concept and scenario and conducted at coordinated locations and times.
The exercise involved competent authorities from ten CIS and SCO member states, including the Republic of Belarus, the Republic of India, the Islamic Republic of Iran, the Republic of Kazakhstan, the People’s Republic of China, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan.
During the first stage, conducted in the participating states’ national territories, the authorities rehearsed joint measures by security and financial-intelligence units of CIS member-states to counter terrorist financing. They also practiced measures by security agencies of CIS and SCO member states to identify and suppress the activities of international terrorist organizations.
Under the coordination of operational headquarters established by the CIS Anti-Terrorism Center and the Executive Committee of the SCO Regional Anti-Terrorist Structure, participants also rehearsed the exchange of operationally relevant information through the CIS and SCO shared information systems.
During the final phase of the “Eurasia-Antiterror 2026” exercise, security agencies from the Republic of Belarus, the Islamic Republic of Iran, the Republic of Kazakhstan, the People’s Republic of China, the Russian Federation, and the Republic of Uzbekistan demonstrated coordinated responses to simulated terrorist attacks involving unmanned strike systems against a crowded public venue and a critical-infrastructure facility. They also conducted a counter-terrorism operation to neutralize illegal armed groups in a populated area.
At the conclusion of the exercise, participants visited an exhibition of weapons and specialized equipment.
The anti-terrorism exercises are an important element in developing practical cooperation among the security and special services of CIS and SCO member states. They enable participants to gain experience in planning, preparing, and conducting joint counter-terrorism measures, while refining coordinated methods for detecting and preventing terrorist attacks in response to a changing operational environment and evolving challenges and threats.
This was the second exercise held in the joint CIS-SCO format. A distinctive feature of “Eurasia-Antiterror 2026” was the participation of special-forces units from six countries in carrying out training tasks within the territory of a single host state.
