CIS ATC holds XIX Meeting of the heads of the main anti–terrorist units of the CIS competent authorities

The XIX Meeting of the Heads of the CIS Competent Authorities Lead Units in Charge of Countering Terrorism and the Heads of the CIS National Structures in Charge of Coordination of Counter-Terrorism and Counter-Extremism Activities was held in Moscow in Moscow, on June 9, 2026.
The event was organized by the Anti–Terrorism Center of the CIS member states.
The Meeting was attended by representatives of:
competent authorities of 8 CIS member States (Republic of Azerbaijan, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan);
working structures of 13 CIS bodies (Executive Committee, Council of the Interparliamentary Assembly, Council of Border Troops Commanders, Council of Ministers of Internal Affairs, Council of Ministers of Defense, Coordinating Council of Prosecutors General, Council of Heads of Financial Intelligence Units, Council of Heads of Migration Authorities, Council of Heads of Customs Services, Council of Heads of Penitentiary Services, Coordinating Transport Meeting, Interstate Aviation Committee, Anti-Terrorism Center);
4 basic organizations of the CIS member states – for studying the problems of countering terrorism and other manifestations of extremism, for training personnel in the field of countering terrorism and extremism, for training, professional retraining and advanced training of commanding staff in the border sphere, and for education in countering the legalization (laundering) of criminal proceeds and financing of terrorism);
4 scientific and educational organizations (Institute of State and Law of the Russian Academy of Sciences, Lomonosov Moscow State University, Academy of Military Sciences, National Center of Historical Memory under the President of the Russian Federation);
executive bodies of 4 international organizations (Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization, Collective Security Treaty Organization, Eurasian Group on Combating Money Laundering and Financing of Terrorism, Central Asian Regional Information Coordination Center for Combating Illicit Trafficking in Narcotic Drugs, Psychotropic Substances and Their Precursors).
The meeting included a plenary session and 3 specialized sessions.
The plenary session featured statements of the CIS Secretary General, CSTO Deputy Secretary General, Deputy Director of the SCO RATS Executive Committee, Director of the Department for New Challenges and Threats of the Ministry of Foreign Affairs of Russia and Head of CIS ATC, who noted a significant role of the meeting in the system of interstate cooperation in countering terrorism and extremism and the need to further strengthen the efforts of the CIS competent authorities in ensuring collective security.
During the first session, participants exchanged assessments of the situation in the field of countering terrorism and extremism in the CIS and national experience in countering threats in this area, stress impact of the developing situation in various regions of the world on the security threats to the Commonwealth and identified priority areas for the competent authorities to neutralize them.
During the second session, delegates discussed topical issues of international cooperation in countering terrorism and extremism, including improvement and development of the legal and organizational foundations of international counterterrorism cooperation, information exchange with relevant international organizations and bodies of the Commonwealth, measures of deradicalization and social reintegration of persons affected by destructive ideologies.
The third session was devoted to scientific and educational support for anti-terrorist and anti-extremist activities. The discussions focused on use of artificial intelligence by security agencies and countering their illegal use, conduct of comprehensive scientific research and introduction of their results to the activities of competent authorities, and formation of a unified scientific and educational space in the CIS in the field of countering terrorism and extremism.
The III Meeting of principals of educational organizations of the CIS competent authorities was held on the sidelines of the event. Its participants discussed improvement of training of personnel of anti-terrorist units, unification of educational programs and development of scientific and methodological support for the activities of competent authorities.
In conclusion, the Meeting participants:
expressed their commitment to strengthen and develop practical cooperation in countering terrorism and extremism;
stressed the importance of combining operational, preventive, normative and scientific-educational components of cooperation in order to respond in a timely manner to new challenges and threats;
noted the need to further coordinate efforts and increase use of the capacities of the CIS basic organizations, educational, religious and other civil society institutions for strengthening collective security;
stated the need to continue developing cooperation between the Commonwealth bodies ensuring cooperation in the field of security;
confirmed their interest in further consolidating the efforts of the CIS, SCO and CSTO in countering terrorism and extremism to strengthen security in the Eurasian space, including through the implementation of the Roadmap for the Development of Cooperation between the CIS, SCO and CSTO signed in September 2025.
