Major General Abdykadyr Razaev, a representative of the Kyrgyz Republic, assumed his official duties as Deputy Head of the CIS Anti-Terrorism Center on November 1, 2025.

General Razaev was born on December 15, 1974 in Osh, Kyrgyz SSR. He graduated from the Kyrgyz State National University. Since 1996, he has been serving in the security agencies of the Kyrgyz Republic.

From 2021 to 2025, he served as Deputy Chair of the State Committee for National Security of the Kyrgyz Republic – Director of the Coordination Center for Cybersecurity.

By the decision of the Council of Heads of CIS Governments as of September 29, 2025, he was appointed Deputy Head of the CIS Anti-Terrorism Center.
