A meeting of the permanent council at the CIS ATC Head held on September 26, 2025 in Moscow brought together representatives of 8 Commonwealth states (Azerbaijan, Armenia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan and Uzbekistan), executives of the National Antiterrorist Committee and the Ministry of Foreign Affairs of Russia, SORB Executive Bureau, Coordination Service of the Council of Commanders of Border Troops, Secretariat of the Council of Heads of CIS Financial Intelligence Units, Committee of Heads of Law Enforcement Units of the Council of Heads of CIS Customs Services and the Basic Organization of the CIS Member-States for Training Personnel in the Field of Countering Terrorism and Extremism.

At the meeting the plenipotentiaries shared information on the situation in the CIS member-states in the field of countering terrorism and extremism, as well as the most important events in the foreign and domestic affairs of the countries.

Deputy Director of the Department for New Challenges and Threats of the Russian MFA made a statement "On countering terrorist threats in the context of international instability," and a representative of the CIS-FIU presented "On the activities of CIS financial intelligence units in countering terrorism and extremism".

More over, the participants were informed about the results of the XVIII Meeting of the chiefs of lead departments of the CIS competent authorities responsible for combating terrorism and the chiefs of CIS national structures in charge of coordinating activities in countering terrorism and extremism.

The event agenda was specially focused on preparation for and holding of the III CIS Conference on Countering Terrorism and Extremism and the XXI Joint Anti-Terrorism Exercise of the CIS competent authorities "Commonwealth-Antiterrorism – 2025", combined with the exercise of the CSTO Peacekeeping Forces "Indestructible Brotherhood" to be conducted in October 2025 in the Republic of Tajikistan .

The meeting was held in the traditional atmosphere of an interested exchange of views and a trusting dialogue.
