Born on 1 August 1971 in Tselinograd region of the Republic of Kazakhstan.
Graduated from Academy of Physical Training and Sport of the Republic of Belarus, Administration Academy at the President of the Republic of Belarus and Border Academy of the Russian FSB.
Since 1996 S. Zubkov served in the Armed Forces of the Republic of Belarus, Border Troops of the Republic of Belarus and State Committee of National Security of the Republic of Belarus. He worked his way up from a scout in a separate special-purpose brigade to the head of Group A in the KGB of the Republic of Belarus.
He was awarded state decorations of the Republic of Belarus, including the Order "For Service to the Motherland" of the III degree, medals "For Distinction in Military Service" and "For Distinction in the Protection of the State Border", as well as agency’s awards.
S. Zubkov was appointed as Deputy Head of the Commonwealth of Independent States Anti-Terrorism Center (a representative of the Republic of Belarus) by the decision of the Council of the Heads of the CIS Governments as of June 8, 2023.
