Born on 27 October 1967 in set. Sazdy, Alginsky district, Aktyubinsk region, Kazakhskaya SSR.

Graduated from Aktyubinsk pedagogical institute in 1990 and NSC Institute of the Republic of Kazakhstan in 1997.

Since 1997 S. Ungarbaev served in the operational and senior positions in the security agency of the Republic of Kazakhstan.

He was awarded an Order of Aibyn (Valour) of the 2nd degree.

S. Ungarbaev was appointed as First Deputy Head of the Commonwealth of Independent States Anti-Terrorism Center (a representative of the Republic of Kazakhstan) by the decision of the Council of the Heads of the CIS Governments as of June 5, 2025.
