The CIS ATC's delegation led by First Deputy Head Sabyrzhan Ungarbayev took part in a meeting of the Council and the 18th plenary session of the CSTO Parliamentary Assembly held on December 8, 2025, in Moscow.
The events were attended by parliamentary delegations of the CSTO member states (the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan), as well as representatives of the Islamic Republic of Iran and the People's Republic of China.
Representatives of the national parliaments discussed harmonization of legislation of the CSTO member-states and counteraction to challenges and threats in the CSTO area of responsibility, and adopted the following documents elaborated with active participation of the CIS ATC:
model laws "On countering terrorism" and "On the status of international employees";
a model Agreement on cooperation of the CSTO member-states in using new types of weapons and technologies to ensure collective security and respect the principles and norms of international humanitarian law;
recommendations on the convergence and harmonization of the criminal and administrative-tort legislation of the CSTO member-states in the field of critical information infrastructure security, military-patriotic education, improvement of the legislation of the CSTO member-states in the field of civil protection, on the harmonization of the criminal legislation of the CSTO member-states, which establishes responsibility for crimes against peace and human security,
and other acts, including the Statement "On Ensuring International Security in the Emerging Multipolar World"
and approved a new Program of model law-making by the CSTO Parliamentary Assembly up to 2030.
