CIS ATC participates in BRICS+ Anti-Terrorism Conference

The CIS Anti-Terrorism Center's delegation led by its Head, Colonel General Evgeny Sysoev took part in the 2025 BRICS+ Anti-Terrorism Conference: National and Regional Counter-Terrorism Strategies Amid Emerging Security Challenges and Threats.
The event brought together over hundred representatives of competent authorities, academia and civil society from 19 BRICS and partner countries, as well as 4 international and regional organizations (UN, CIS, SCO and CSTO).
The opening session included remarks by Deputy Secretary of Russia's Security Council Yury Kokov, Deputy Foreign Minister Dmitry Lyubinsky, Deputy Head of the UN Office of Counter-Terrorism Eihab Omaish, CSTO Deputy Secretary General Valery Semerikov and CIS ATC Head Evgeny Sysoev.
In his statement at the opening session, the Center's Head noted that amid the ongoing global turbulence, the world community is getting more and more aware of the need to consolidate counterterrorism efforts, feeling the need to form a broad coalition of interested States going beyond the established intergovernmental and interstate institutions. In this regard, a number of regional organizations, such as the CIS and the SCO, are also taking decisions to expand the traditional format of cooperation.
The conference facilitated a fruitful exchange of opinions on the state and development trends of security threats at the national, regional and global levels in the current geopolitical situation, on the urgent problems of countering financing of terrorism and use of modern information and communication technologies for illegal purposes, combating terrorism and radicalization of the population.
Thus, in July 2024 Astana hosted the first meeting of heads of state and dialogue partners in the SCO+ format on the sidelines of the Shanghai Cooperation Organization summit.
The leaders of the Commonwealth of Independent States established a new format of cooperation "CIS+" during their summit held on October 10 this year in Dushanbe.
Representatives of the Center also participated in four sessions of the conference and the round table.
In particular, Anton Arefev, deputy head of Information and Analytical Department, took part in a round table on "Experience of international organizations in the Elaboration of Collective Principles and Regional Strategies in countering Terrorism," where he presented the CIS ATC's practices in forming CIS unified approaches to countering terrorism and extremism. He also shared the Center's contribution to the implementation of UN research projects.
Yulia Berladir, chief of group at the Information and Analytical Department, participated in a session on "Countering Radicalization of the Population and Attempts to Involve it in Extremist and Terrorist Activities" where she spoke about the CIS ATC efforts in countering the radicalization of the population of the Commonwealth states and measures to implement the CIS Program of Cooperation in De-Radicalization for 2025-2027.
Following the conference the participants issued a joint statement.
