Executives of the National Security Committee of the Republic of Kazakhstan, the CIS Anti‑Terrorism Center, and the Executive Committee of the SCO RATS met in Astana on October 28, 2026 to discuss the CIS-SCO Counter‑Terrorism Forum in the Republic of Kazakhstan scheduled for 2027.

During the meeting, the participants discussed conceptual and organizational issues related to the preparation of the forum, including:

the counter‑terrorism conference, which will unite the 5th CIS Conference on Countering Terrorism and Extremism and the 12th International Scientific and Practical Conference of the SCO RATS;

counter‑terrorism exercises, uniting the 23rd Joint Anti-Terrorism Exercise of the Competent Authorities of the CIS Member States and the 23rd Joint Anti‑Terrorism Exercise of the Competent Authorities of the SCO Member States.

The heads of delegation noted that the forthcoming large-scale events will continue the practice initiated by the Republic of Belarus of jointly hosting the Forum. The Forum’s upcoming holding in Kazakhstan will carry this practice forward. This format is of considerable political, diplomatic and practical importance, as it promotes the progressive integration of the two leading regional structures and further consolidates the efforts of the competent authorities of the CIS and SCO member states.

The meeting concluded by signing a protocol.
