The delegation of the CIS Anti-Terrorism Center took part in the 11th meeting of the Council of Heads of Penitentiary Services of the CIS Member-States held in Kazan, Russian Federation, on September 11, 2026.
The event was attended by the heads of the penitentiary services of the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan, as well as Minister of Justice of the Russian Federation, Rais of the Republic of Tatarstan, Director of the Department for Security Cooperation of the CIS Executive Committee, and the Head of the CIS ATC.
Welcoming remarks were delivered to the delegates by the Council Chair, Minister of Justice of the Russian Federation, Rais of the Republic of Tatarstan, Director of the Federal Penitentiary Service of Russia, and Director of the Department for Security Cooperation of the CIS Executive Committee.
During the meeting, the participants reviewed the results of activities envisaged by the CIS interstate programs in the law enforcement sphere (within the Council’s competence) for 2025–2026; the Council’s activities over 2022–2026; implementation of the Agreement on Training Personnel for the Penitentiary Services of the CIS Member-States; and a number of other issues concerning the organization of work of the Council and penitentiary services of the Commonwealth countries.
The Head of the Center briefed the participants on the situation in the field of countering terrorism and extremism in the CIS region. He also noted that the CIS ATC highly values its partnership with the Council, which has grown steadily since the signing of their 2019 Cooperation Protocol.
A prime example of this joint effort is the "Identification" Operation carried out under the Council's auspices. Since 2015, the initiative has successfully tracked down nearly 200 individuals in correctional facilities who were wanted for terrorist and extremist offences.
Closing his remarks, Evgeny Sysoev proposed a series of measures to further strengthen collaboration across organizational, coordination and operational, information and analytical, and scientific and educational spheres. These initiatives aim to pool the resources of both the Anti-Terrorism Center and the Council to bolster security throughout the Commonwealth.
