The CIS ATC delegation led by First Deputy Head Sabyrzhan Ungarbaev took part in the 31st meeting of the Council of Heads of Financial Intelligence Units of the CIS member-states, held on November 26, 2025, in Minsk.

The event was attended by the executives of the financial intelligence units of the CIS member-states (Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan), CIS bodies (BCBOP, SRMO and CIS ATC) and the CSTO Secretariat.

The meeting discussed development of the situation in the field of countering financing of terrorism in the CIS and participation of financial intelligence units in the activities of CIS bodies and international structures to combat transnational crime, drug trafficking and migration.

In his statement, Sabyrzhan Ungarbayev highlighted the active use of modern computer and communication technologies and artificial intelligence by terrorist groups, and also emphasized the contribution of the Council of Heads of Financial Intelligence Units to the development of anti-terrorist cooperation in the CIS.
