The event brought together the principals of the special services of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan, as well as the Executive Committee and the CIS ATC.

 

The Council reviewed 17 items and endorsed the results of the XVIII Meeting of the heads of the lead departments of the competent authorities of the CIS member-states responsible for combating terrorism and the heads of national structures of the CIS member-states responsible for coordinating activities in countering terrorism and extremism;

positively assessed the results of the practical employment of the International Counter–Terrorism Database in the activities of security agencies and special services of the CIS member-states;

approved:

the CIS Anti–Terrorism Center Bulletin Regulations and a Plan of Publications for 2026 including 60 analytical articles;

a Comprehensive program of professional education and personnel development in the field of countering terrorism and extremism for 2026-2028;

SORB's work plan for 2026;

CIS ATC plan of key activities for 2026;

a work plan of the Basic Organization of the CIS member-states for training personnel in the field of countering terrorism and extremism for 2026;

a work plan of the Basic Organization of the CIS member-states for research of problems of countering terrorism and other manifestations of extremism for 2026.

 

Moreover, the Council reviewed the results of work of SORB six boards on cooperation in scientific, technical, economic, information, investigative, anti-drug fields, as well as in countering destructive activities of foreign non-profit non-governmental and international organizations.

 

A bilateral meeting was held between the CIS ATC Head and Chair of the State Security Council of the Republic of Uzbekistan on the sidelines of the SORB meeting, during which the Parties assessed the organization and state of cooperation between the Center and the Service, and identified prospects for its development.
