Deputy Head of the CIS Anti‑Terrorism Center Mr. Abdykadyr Razaev took part in a series of international events organised by the Council of Commanders of Border Troops (SKPV) in St. Petersburg and the Leningrad Region, Russian Federation on 18–19 August 2026. The event brought together representatives of the border services of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Turkmenistan, as well as the SKPV Coordination Service, the CIS ATC, the CSTO Secretariat and Joint Staff, and the SCO RATS Executive Committee.

During a working meeting of the chiefs of staff and officials from border agencies, participants discussed the organization and specific challenges of protecting various sections of the Commonwealth states’ external borders. They exchanged up-to-date experience in border management and identified key areas for improving joint operations.

At a working meeting of deputy heads and representatives responsible for armaments and logistics, the parties assessed the current state of military-technical cooperation and discussed its future development prospects.

Within the framework of the two-stage joint command and staff exercise “Commonwealth 2026,” participants thoroughly examined the organization of interaction between involved units according to the approved scenario. They practiced elements of the Joint Staff’s work for the grouping of border and other agencies of CIS member states, as well as actions to locate and eliminate enemy sabotage and reconnaissance groups – including tactical scenarios involving the use of military equipment and aircraft.

In his welcoming remarks, the Deputy Head of the Center highlighted the significance and high level of organization of the events held by the Council of Commanders of Border Troops. He emphasized the need to further develop counter-terrorism measures to ensure collective security.
